The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of:  Protection Field Officer

PURPOSE

The Protection Field Officer contributes to the planning, implementation and monitoring of protection activities in the field.    

ACCOUNTABILITIES AND RESPONSIBILITIES

Supports the delegation’s intervention regarding protection of the civilian population (50%):

  • ŸSupports field and protection teams in designing, implementing and monitoring protection activities in their respective AoRs
  • ŸContributes to the analysis of the security, socio-economic, cultural and political environment as relevant to the ICRC, in particular for protection activities
  • Ÿ Helps to plan, organize and prepare minutes of internal and external meetings
  • Ÿ Acts as an interpreter between local languages (both Amharic and Afaan Oromo mandatory) and cultural adviser for ICRC Delegates during interactions with individuals, communities, and authorities/weapon bearers when necessary, including during sensitive interviews
  • ŸOrganizes field trips: arranges all necessary material / bookings, etc., with logistics, ICT, Administration, and other relevant departments
  • Ÿ Liaises with all relevant departments, prepares and organizes the program of visits to Ethiopia of the CBP Advisor and the Sexual Violence Operational Manager

Supports the development of the ICRC’s community-based approach to protection (25%):

  • Ÿ Under the technical supervision of the CBP Advisor and in support of field teams, contributes to preparation and implementation of specific CBP activities, including CBP workshops and follow-ups.
  • ŸSupport the organization of CBP trainings.
  • ŸSupports field staff’s overall implementation of the CBP approach, including: identification of communities/locations, risk assessment, preparation (including practical field trip preparation), accompaniment during CBP workshops and planning of action days, and support of restitution, follow up, and replication.
  • Ÿ  Works with the line manager to gather, compile, and analyse relevant information – primarily through the CBP approach but also from other direct and indirect sources, as required.
  • Ÿ  Participates in the periodical evaluation of the results achieved through community-based protection.
  • Ÿ  Maintains the link with the Accountability to Affected Populations (AAP) framework.

 Supports the development of the ICRC’s intervention regarding sexual violence (25%):

  • ŸUnder the technical supervision of the Sexual Violence Operational Manager, in support of field teams and in close coordination with PROT, Health and PREV departments, contributes to the preparation and implementation of specific activities in the field of SV, as outlined in the PFR and the Delegation’s SV Strategy.
  • ŸGathers, compiles, and analyses sexual violence-related information (national and local) from direct and indirect sources, including through community-based methodology, all with appropriate care for staff risk management and confidentiality.
  • Ÿ Supports field teams in understanding trends and patterns in their areas of responsibility and in mapping of referral pathways.  
  • Ÿ Contributes to the design and implementation of activities aiming at preventing and responding to sexual violence, including coordinating with relevant Assistance departments to integrate sexual violence prevention or response into existing activities.
  • Ÿ Develops and maintains contact with the authorities, communities, and external actors involved in SV activities.
  • ŸRepresents the ICRC as an observer at local and national-level GBV sub-cluster meetings and shares relevant information with other departments and sub-delegations.
  • Ÿ Identifies training needs and contributes to the design of context appropriate training materials
